What is CBD Hemp Flower?

Hemp flower is raw hemp flower buds that are left in their natural state.  Hemp flower yields a high amount of CBD – 15%-25% — but too little THC (0.3%) to get individuals high.  It’s not to be confused with CBD flower, which can yield up to 5% THC, to cause minor psychoactive effects.

Is CBD Hemp Flower Legal and Where You Can Buy It

Hemp flower is a federally legal product, because it complies with the Farm Bill that was passed in the US back in 2018, which legalized all hemp products that have been tested to prove they contain a maximum of 0.3% delta 9 THC.  Under federal law, there are zero restrictions when it comes to hemp flower, including how much CBD may be present.

But, even though hemp flower is federally legal, you need to consider state laws, which can differ from federal.  So, here’s a breakdown of cannabis laws in the US, state by state, which include laws regarding hemp flower, as well as marijuana.

• Alabama: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  In Alabama, medical marijuana is also legal for qualifying patients, and possession of small amounts of marijuana has been decriminalized.  Marijuana has also not been decriminalized.  You will be charged with a misdemeanor for possession of any amount.  This can mean up to a year in jail and up to $6,000 in fines.  Attempts have been made to decriminalize it, but they have failed to pass.
• Alaska: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  At the same time, both medical and recreational cannabis use are legal in the state.  However, delivery for recreational use remains banned.  Recreational sales began in 2016.  Up to one ounce of possession is permitted, and the same amount applies to purchase amount.  These limits apply to medical patients as well.
• Arizona: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Arizona does permit sales of both recreational and medical marijuana.  Recreational use was legalized in 2020, and sales began in 2021.  Possession laws allow for up to one ounce for recreational users.  Medical patients may purchase and possess up to 2.5 ounces every 2 weeks.  Medical use has been legal since 2010.
• Arkansas: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Recreational marijuana is prohibited in the state, although the state does offer a medical marijuana program to qualifying patients.  In 2022, recreational use came close to passing, but never got the required number of votes.  Those with four ounces or less are charged with a misdemeanor, and may pay up to $2,500 and face up to a year in jail.  But, since 2016, medical patients can purchase and possess up to 2.5 ounces every 2 weeks.  The state does require that medical marijuana is purchased from a state-licensed dispensary.  
• California: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  And, marijuana is legal both for recreational and medicinal use.  The state legalized medical marijuana in 1996.  In 2016, recreational use was legalized.  Adults may possess up to 28.5 grams of marijuana or up to 8 grams of concentrates for recreational use.  Medical patients have no limits regarding purchase amount or possession.
• Colorado: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Also, marijuana is legal, both recreationally and medicinally.  Those 21 or older may possess up to an ounce for recreational use.  Medical patients 18 or older may possess up to 2 ounces.  Recreational use was legalized in 2012, and sales began in 2014.  Medical use became legal in 2000.
• Connecticut: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  And, the state permits sales of recreational and medical marijuana.  Recreational use was legalized in 2021.  Adults may possess up to 7.5 grams of concentrates, or 1.5 ounces of marijuana.  More than that can lead to a misdemeanor charge.  Medical use was legalized in 2012.  Patients may purchase and possess up to a one month’s supply as determined by their medical provider.
• Delaware: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Recreational marijuana is also illegal, although the state decriminalized small amounts of possession, and does maintain a medical marijuana program for qualifying patients.  Medical patients can possess up to 6 ounces of marijuana.  Recreational users can possess up to an ounce and only pay a $100 fine as of 2015.  Otherwise, having more than that amount can mean a misdemeanor charge.  Recreational marijuana has been legal since 2011.
• Florida: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state also maintains legal medical marijuana for qualifying patients, but recreational use is strictly banned.  The state is strict with recreational use, as any amount up to 20 ounces is a misdemeanor.  This can lead to a year in jail and up to $1,000 in fines.  More than 20 grams is a felony that can lead to 5 years of jailtime.  Medical use has been legal since 2014.  Patients can purchase 2.5 ounces every 35 days.
• Georgia: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Recreational marijuana is still prohibited in the state, although qualifying patients can purchase medical marijuana.  Possession of up to an ounce can lead to a year in jail, and over an ounce 10 years.  However, since 2016, a growing number of cities have decriminalized small possession amounts.  As for medical marijuana, patients can only purchase high-CBD products containing a maximum of 0.5% THC.  So, the state actually has some of the strictest cannabis laws in the country.
• Hawaii: Hemp flower is considered illegal.  This means that businesses are banned from selling hemp flower.  And, online businesses are banned from shipping hemp flower to your home.  The state recently decriminalized small possession amounts of marijuana, and maintains a medical marijuana program, although recreational marijuana is prohibited.    Possession of 3 grams or less, however, has been decriminalized as of 2019, leading to a $130 fine.  More than that counts as a misdemeanor.  Distribution is a felony.  Medical marijuana has been legal since 2000, but was heavily revised in 2015, with dispensaries for medical patients only opening in 2017.
• Idaho: Hemp flower is considered illegal.  This means that businesses are banned from selling hemp flower.  And, online businesses are banned from shipping hemp flower to your home.  The state also prohibits any hemp product that contains more than 0% THC, and both recreational and medical use are banned.  Possession of up to 3 ounces is a misdemeanor, leading to up to a year in jail and a $1,000 fine.  More than 3 ounces is a felony.
• Illinois: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state also permits sales of marijuana for both recreational and medicinal use.  Recreational use has been legal since 2020.  Delivery is prohibited.  Residents can possess up to 30 grams of marijuana, and 5 grams of concentrate.  Medical marijuana laws took effect in 2014.  Decriminalization took effect in 2016.
• Indiana: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state’s cannabis laws are otherwise strict, with both recreational and medical marijuana banned.  Possession of any amount can mean up to 6 months in jail and a $1,000 fine.  Possession of more than that can lead to harsher charges.
• Iowa: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  As for marijuana laws, only medical marijuana is permitted for qualifying patients as recreational use is banned.  But, even then, flower is illegal.  Only capsules, tinctures, edibles and topicals may be sold to medical patients.  Medical patients can purchase up to 4.5 grams of THC every 90 days.  Those who are not qualified medical patients who are caught with an ounce or less can face six months in jail and a $1,000 fine.  More than that can lead to harsher penalties.
• Kansas: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Otherwise, Kansas prohibits any hemp products containing more than 0% THC, and both recreational and medical marijuana use are banned.  Medical patients may purchase hemp products containing up to 5% THC, however.  Recreational users can face a misdemeanor for up to an ounce.  This can lead to a $1,000 fine and six months in jail.  Repeated offenses and higher possession amounts can lead to higher fines and jailtime.
• Kentucky: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Recreational marijuana remains illegal, and medical marijuana only became legalized in February of 2022, with no legal framework existing yet, meaning that medical patients cannot yet make marijuana purchases.  Patients can travel to other states with medical laws to purchase low-THC, high-CBD products with a note from a physician, however.  Possession as a non-medical patient means a misdemeanor for even small amounts, as cannabis has not been decriminalized.  But, Louisville has decriminalized up to half an ounce.  Otherwise, the result is only a $250 fine and up to 45 days in jail in the rest of the state.  
• Louisiana: Hemp flower is illegal.  This means businesses may not sell in the state, or ship flower to those who reside in the state.  Medical marijuana is legal for qualifying patients, and recreational use remains illegal.  Recreational users with up to 14 grams can be fined up to $300, and imprisoned for 15 days, if they’re a first-time offender.  Otherwise, there may be harsher penalties.  Medical use was legalized in 2015.  Medical patients may purchase and possess up to 2.5 ounces every 2 weeks.
• Maine: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state also permits sales of both medical and recreational marijuana.  Retail for recreational use began in 2020.  But, it was approved in 2016.  Recreational users can possess up to 2.5 ounces at a time.  Medical use has been legal since 2009.  Patients can also possess up to 2.5 ounces.
• Maryland: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.   When it comes to marijuana, medical patients can make purchases, as can recreational users.  Recreational use was legalized in 2022.  Retail will be available in 2023.  Recreational users can buy and possess up to 1.5 ounces, with 1.5 to 2.5 ounces being subject only to a fine.  Medical marijuana has been operational since 2017.  Patients may possess up to a 30-day supply of cannabis. 
• Massachusetts: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  And, both recreational and medical marijuana are legal.  Recreational use was legalized in 2016.  Those 21 and older can have up to an ounce in their possession.  Small amounts were decriminalized in 2008.  Medical marijuana became legal in 2012.  Recreational sales began in 2018.
• Michigan: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state also legalized both recreational and medical marijuana.  Recreational retail began in 2019.  Anyone 21 or older can possess up to 2.5 ounces.  Cannabis delivery is also legal in the state.  Medical patients can possess up to 2.5 ounces as well.  Medical use has been legal in the state since 2008.
• Minnesota: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  As for marijuana laws, medicinal use is permitted, but recreational is not.  Recreational users with 42.5 grams or less can face $200 in fines, but that’s it, because the state partially decriminalized cannabis.  A bill aimed to legalize recreational use in 2019, but was killed.  Medical marijuana has been legal since 2014, with patients permitted to purchase and possess up to a 90-day supply.
• Mississippi: hemp flower is considered illegal.  This means that businesses are banned from selling hemp flower.  And, online businesses are banned from shipping hemp flower to your home.  Mississippi permits medical marijuana sales, but has very strict requirements for qualification, while recreational use is very much illegal.  Medical sales have only been legal as of 2022.  Even so, voters were eager to approve it back in 2020.  Patients may possess up to 3.5 ounces per month.  For recreational users, possession of up to 30 grams means a $250 fine.  However, possession of a THC vape cart means 1-2 years in prison.  There is currently no legal framework for the state’s medical marijuana program.
• Missouri: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  When it comes to marijuana, up until recently, only medical use was permitted for qualifying patients.  But, recreational use has been permitted since November of 2022.  Possession of up to 3 ounces is permitted.  No recreational dispensaries are open yet.  Medical patients have been able to buy marijuana since 2018.  
• Montana: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  And, recreational use of marijuana was recently legalized, while the state has maintained a medical marijuana program.  Recreational use has been legal since 2020, and dispensaries opened in 2022.  Possession of up to an ounce is permitted.  Businesses can open to recreational users in 2023.  Medical laws were passed in 2004, but was changed in 2020 to be more accommodating to patients.
• Nebraska: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state strictly bans any hemp products containing more than 0% hemp flower, however.  And, only in July of 2022 did the state finally approve a medical marijuana program, while recreational marijuana use is still illegal.  Possession of up to an ounce is decriminalized, however, punishable by a $300 fine.  Selling is considered a felony.  
• Nevada: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state does permit sales of both recreational and medical marijuana.  Recreational use has been legal since 2016.  Sales went into effect in 2017.  Adults can possess up to an ounce at a time.  Medical use was legalized in 2000.  Adults with a medical card can possess up to 2.5 ounces of cannabis.  They can also possess up to 3.5 grams of concentrate.
• New Hampshire: Hemp flower is illegal.  Businesses may not carry hemp flower in the state, nor ship flower to residents.  Recreational marijuana use remains illegal in the state, but medical use for qualifying patients is permitted, and small possession amounts have been decriminalized.  Medical patients can possess up to 2 ounces of cannabis.  Recreational users possessing ¾ ounce or less only have to pay a $100 fine.  More than that is a misdemeanor, with up to $350 in fines and a year in jail.  
• New Jersey: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state has legalized both recreational and medical marijuana use.  Recreational use was legalized in 2020.  It went into effect in 2021.  Commercial sales began in 2022.  Recreational users may purchase and possess up to an ounce of cannabis.  Medical patients have been able to purchase cannabis since 2010, but only in 2016 did the state expand dispensary licensing.
• New Mexico: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Meanwhile, both recreational and medical marijuana are permitted in the state.  Recreational use has been legal since 2021.  Recreational sales started in 2022.  Adults can possess up to 2 ounces of cannabis.  Public consumption remains illegal.  Medical use was legalized in 2007.  Patients can possess up to 425 “units” – aka servings – at a time.  
• New York: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  However, New York has recently legalized recreational marijuana, and does maintain a medical marijuana program for qualifying residents.  Recreational use has been legal since 2020, but dispensaries won’t open until 2023.  Residents can possess up to three ounces of cannabis and up to 24 grams of concentrates.  Cannabis was partially decriminalized in 2019.  Medical use has been legal since 2014, and qualified patients can have up to a 60-day supply in their poression.
• North Carolina: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Recreational marijuana, meanwhile, is illegal in the state, and for now, qualifying medical patients cannot purchase marijuana products containing more than 0.3% THC.  The state has not shown any sign of relenting in the near future.  However, small amounts are not subject to the harshest penalties.  Up to an ounce is punishable by a small fine and no imprisonment.  More than that can mean relatively low imprisonment times compared to other states, plus misdemeanor fines.
• North Dakota: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  While North Dakota allows for medical marijuana sales, recreational sales are completely illegal.  Medical use has been legal since 2016.  It wasn’t available for retail, however, until 2019.  At the same time, small amounts of possession – up to an ounce – became decriminalized.  Patients can purchase and possess up to 2.5 ounces of cannabis, and 400mg total THC in other product forms.
• Ohio: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  As for marijuana, medical sales for qualifying patients are permitted, and small possession amounts have been decriminalized, although recreational use remains prohibited.  Up to 100 grams means only a $150 fine.  But, even medical patients cannot legally smoke or vape marijuana.  Medical patients can only purchase 2.83 grams of cannabis per visit to a dispensary.  They can possess up to 8 ounces, considered a 90-day supply.
• Oklahoma: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state permits medical marijuana sales to qualifying patients, but recreational marijuana is still illegal.  Only in 2018 did medical use become legalized.  Patients can possess up to 8 ounces at home.  Recreational use has not been decriminalized, so even small amounts of possession can lead to big fines and jailtime.
• Oregon: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  And, both medical and recreational marijuana sales are allowed.  Recreational use has been legal since 2014.  The state also has a thriving dispensary industry.  Adults may privately possess up to 8 ounces at home, and up to an ounce in public.  Small amounts were decriminalized Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state, meanwhile, prohibits recreational marijuana sales, but does maintain a medical marijuana program.  Recreational users caught with 30 grams or less of cannabis may spend 30 days in jail.  Attempts have been made to legalize it recreationally.  Medical use has been legal since 2016.  Patients may possess up to a 30-day supply of cannabis.
• Rhode Island: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Recreational use was legalized only recently, with stores set to open in December of 2022.  Adults may buy and possess up to an ounce of cannabis.  Medical use has been legal for a while, with patients permitted to possess up to 2.5 grams at any time.  Cannabis was also decriminalized in small possession amounts prior to legalization.
• South Carolina: Hemp flower is illegal.  The state also prohibits marijuana sales, both for recreational and medicinal use.  Patients who suffer from seizures can, however, buy cannabis products with up to 0.9% THC.  Those possessing under an ounce can face a misdemeanor, of up to a month in jail along with up to $200 in fines.
• South Dakota: Hemp flower is illegal.  At the same time, any hemp product containing more than 0% THC is banned.  The state allows medical marijuana sales for qualifying patients, but does not permit recreational sales.  Medical use became legal in 2020.  Dispensaries opened up in 2022 for medical patients.  Patients may possess up to 3 ounces of cannabis at any time.  Penalties for possession have decreased as of 2020, however, for recreational users.  Two ounces or less means a $2,000 fine and up to a year in jail – lower than before, but still very steep compared to other states.
• Tennessee: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.   The state is very strictly anti-marijuana, however, with neither medical nor recreational sales allowed.  Patients with certain medical conditions can purchase low-THC, high-CBD products, however.  Still, these products are not available for retail as no dispensaries exist.  Possession of up to just half an ounce can mean a year in jail and a $250 fine.
• Texas: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state prohibits recreational marijuana, and qualifying medical marijuana patients can only buy products containing a maximum of 0.5% THC.  Possessing up to 2 ounces of marijuana can mean 180 days in jail, and a $2,000 fine.  In other words, the state is quite harsh with their cannabis stance.
• Utah: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Recreational marijuana is illegal in the state, although qualifying patients may join the medical marijuana program.  Recreational possession of up to an ounce means a misdemeanor, with $1,000 in fines and up to six months in jail.  Medical use was legalized in 2018.  Patients can purchase up to 113 grams of marijuana.  They can also purchase up to 20 grams of THC infused into a product.
• Vermont: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  At the same time, recreational and medical marijuana have been legal for years in the state.  Recreational use has been legal since 2018.  Adults can possess up to an ounce.  They can also possess up to 5 grams of concentrates.  Medical use was legalized in 2004.  Dispensaries did not open, however, until 2011.  Medical patients can have up to 2 ounces of cannabis in their possession.

• Washington: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  And, the state allows sales of both medical and recreational marijuana.  Recreational use was legalized in 2020.  However, home delivery is banned.  Residents can possess up to an ounce of flower, 16 ounces of edibles, and 7 grams of concentrates.  Medical patients can possess up to 3 ounce of flower, 48 ounces of edibles an 21 grams of concentrates.
• West Virginia: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  Meanwhile, medical marijuana is also legal for qualifying patients, although recreational use remains banned.  Medical users may not purchase flower products, either.  The medical market remains messy at the moment, with licensing for dispensaries remaining an issue.  Possession of any amount for recreational use is a misdemeanor, with up to $1,000 in fines and 6 months in jail as penalties.
• Wisconsin: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state does not, however, allow for sales of marijuana, either for recreational or medical use, although low-THC cannabis oils are permitted for qualified patients who have epilepsy.  Generally, anyone caught with any amount of marijuana can end up paying $1,000 in fines, and face up to 6 months in jail, just for a first-time offense.
• Wyoming: Hemp flower is legal.  There aren’t any limits when it comes to what types of products may be sold.  Nor are there restrictions when it comes to the amount that can be purchased or possessed.  Hemp flower can be purchased as long as you’re of adult age.  The state, meanwhile, prohibits marijuana, both for recreational and medicinal use.  Low-THC, high-CBD products are legal for certain qualifying patients.  Possession of up to 3 ounces of marijuana can be a misdemeanor, with up to $1,000 in fines and a year in jail.
